The Department of Labor’s WIOA Titles I and III.
Because Labor, not ED, runs the workforce training system, which both women identified as the actual control mechanism, the bill does not affect it in any way. According to Iserbyt’s framework, eliminating ED while maintaining DOL’s workforce pipeline preserves the engine while eliminating the decoy. The goal of Hoge’s Womb to Tomb was to explicitly link education and health reform “to the new workforce of the future.” The handoff between education and work was the goal, not a side effect.

Head Start, community-schools-type programs, and school health functions at HHS. The “whole child” community school model, Medicaid billing for school mental health services for ages 0 to 21, and Promise Neighborhoods drawing whole families under case management were Hoge’s most persistent warnings, which she referred to as the “medicalization of schools.” All of the HHS-side infrastructure survives H.R. 2691 by definition. According to her model, the bill takes out the education part of the triad but leaves the health part, which she thought was the more invasive, fully functional.

Pell, Direct Loans, and the block grant at Treasury. Later on, Hoge worked on the Foundations for Evidence-Based Policymaking Act (H.R. 4174), which she said would result in a “womb to workforce pattern” of merged data from every federal department, including healthcare, wages, and IRS records. The allocation formula in H.R. 2691 literally requires the Treasury Secretary to consult the IRS Commissioner in order to calculate each state’s share, placing student aid and the K-12 block grant within the Treasury. That is, in Hoge’s framework, the education finance function that is directly connected to the tax data agency. This cross-domain data linkage that she pointed out is now structural rather than incidental.
