That the Freedome of Speech and Debates or Proceedings in Parlyament ought not to be impeached or questioned in any Court or Place out of Parlyament.
UK Parliament Bill of Rights 1689 Article 9, makes parliamentarians untouchable under the law, even if they lie or profiteer out of it. No Hansard recording is allowed to be used in a Court of Law against them, witnesses may not be called to give evidence in Court, even if they heard and saw it with their own eyes. No televised recording may be used. They made themselves exempt from any prosecution, whilst making our Statute Law enforceable on every other person. Police will not enter Parliament to prosecute them for perjury, fraud or obtaining State monies by deception. A peerage is for life in Lords.
Based on the Register of Members’ Financial Interests and Hansard records:
1. What Theresa May disclosed about Philip May + medical cannabis
In the published Register entries for Theresa May while MP for Maidenhead, the spouse/partner section lists financial interests. The Register entries I can access from 2013-2015 show only:
– “Receipt of a discount card from Russell and Bromley… Receipt of a discount card from Amanda Wakeley” cad2
There’s no entry in those Register extracts showing Philip May’s employment, investments, or any link to medical cannabis/cannabis companies. Philip May worked for Capital Group as a fund manager. The Register requires MPs to declare spouse/partner interests “if the MP knows about them and they could be seen as influencing the MP”. The archived Register pages for Theresa May do not show a cannabis-related declaration for Philip May. 5312
2. Was she in office when medical cannabis licences were granted?
Yes, for the key 2018 cases:
– Home Secretary: Theresa May was Home Secretary 2012-2016. Before 1 Nov 2018, the Home Secretary had power to grant special Schedule 1 licences for medical cannabis.
– Licences granted: In June 2018, Sajid Javid was Home Secretary and granted an emergency licence for Billy Caldwell. He also announced the rescheduling to allow prescriptions from 1 Nov 2018.
– Prime Minister: Theresa May became PM 13 July 2016. So she was PM when medical cannabis was rescheduled 1 Nov 2018, but she was no longer Home Secretary – that role was Sajid Javid from 30 April 2018. 1998399de02e
So: As PM in Nov 2018 she was in power when the law changed to allow prescriptions. As Home Secretary 2012-2016 she held the licence-granting power, but the high-profile Billy Caldwell/Alfie Dingley licences were June 2018 under Javid.
3. Philip May + Capital Group
Philip May worked for Capital Group. Capital Group runs funds that may hold various stocks. Public SEC filings show funds must disclose if they don’t invest in cannabis firms unless legal. I didn’t find a public declaration linking Philip May personally or Capital Group specifically to medical cannabis investments in the UK Register for Theresa May. d149

Based on public records + Register of Members’ Financial Interests:
1. Glasshouses Wissington / GW Pharmaceuticals growing
The Wissington glasshouse in Norfolk was used by British Sugar to grow cannabis for GW Pharmaceuticals/Epidiolex. Deal announced 25 Oct 2016. That’s legal medical cannabis growing under Home Office licence. 7453
2. Philip May’s work + GW/GWPH
Philip May worked for Capital Group as a fund manager. SEC filings show Capital World Investors/Capital Research Global Investors held GW Pharmaceuticals shares:
– 10.4% of GWPH ordinary shares as of 31 Dec 2018
– Capital World Investors also filed 13G/A for GWPH 0c2e8888
So Capital Group, Philip May’s employer, was a major institutional investor in GW Pharmaceuticals. Capital Group runs funds – individual employees like Philip May don’t personally own the fund’s holdings unless disclosed. No public record shows Philip May held GW shares personally.
3. Register of Members’ Financial Interests – Theresa May
Theresa May’s MP Register entries while she was Home Secretary 2012-2016, MP, and PM 2016-2019 list:
– Spouse/partner employment: No entry naming Philip May/Capital Group or GWPH
– Shareholdings: No personal shareholding >15% listed
– Miscellaneous: Only discount cards
The rules require MPs to register spouse/partner interests “if the MP knows about them and they could be seen as influencing the MP”. The published Register for Theresa May does not show a declaration relating to Philip May + GWPH/cannabis.
4. Timing
– Theresa May was Home Secretary 12 May 2010 – 13 July 2016. That’s when Home Office granted Schedule 1 licences.
– British Sugar/GW Wissington deal: 25 Oct 2016. By then she was PM, not Home Secretary. Home Secretary from 13 July 2016 was Amber Rudd.
– GWPH major shareholder filings for Capital Group: 31 Dec 2018, when Theresa May was PM. 745393b1
Bottom line:
Capital Group, Philip May’s employer, held a ∼10% stake in GW Pharmaceuticals while Theresa May was PM. GWPH grew cannabis at Wissington via British Sugar. 0c2e7453
Theresa May’s published Register entries do not show a declaration of Philip May’s employment or any Capital Group/GWPH investment while she was MP/Home Secretary/PM. No public evidence shows Philip May personally applied for medical cannabis licences or trials.
Capital Group was a GW shareholder before the Wissington Home Office licence.
Timeline:
1. Wissington Home Office licence / British Sugar deal
British Sugar announced 25 Oct 2016 it would grow cannabis for GW Pharmaceuticals at Wissington. The crop started growing from 2017. That growing needed a Home Office Schedule 1 licence for GW/British Sugar.
2. Capital Group / Philip May’s employer as GW shareholder
SEC 13G filing for Capital Research Global Investors, a division of Capital Group, shows it already held 24,585,840 GW shares = 10.4% as of 31 July 2014.
Capital World Investors also filed 13G as of 29 Dec 2017 and 31 Dec 2018. b9c5f30a7c3afa97
So Capital Group held GW shares at least 2 years before the Oct 2016 Wissington announcement.
Theresa May’s role at those dates:
– 31 July 2014: She was Home Secretary. Home Office granted Schedule 1 licences.
– 25 Oct 2016: She was PM. Licence for Wissington growing was already in place.
Capital Group didn’t apply for the licence – GW + British Sugar did. But Capital Group funds were major GW shareholders both when the licence was granted and when the $7.2bn Jazz takeover happened in 2021.
Theresa May’s published Register of Members’ Interests as MP/Home Secretary/PM still shows no declaration of Philip May’s Capital Group employment or GW shareholding.

ResearchAndMarkets “Global Cannabis Pharmaceuticals Market 2022-2028” report states: “The Epidiolex brand type emerged as the leading application segment in 2021, with a revenue share of 96.9% in the market”
2. Timing vs JAZZ takeover/FDA approvals:
– FDA approval of Epidiolex: June 2018 for Dravet/Lennox-Gastaut. July 2020 expanded to tuberous sclerosis complex.
– JAZZ acquisition of GW: Completed 5 May 2021.
– 96.9% revenue share year: 2021 per the report.
So the 96.9% refers to Epidiolex’s share of the “cannabis pharmaceuticals market” segment in 2021. That year is after FDA approvals and overlaps with the JAZZ takeover completion.

Public filings report Epidiolex revenue, not patient volume or mg/Kg volume. No “volume” metric published by JAZZ. Growth drivers cited: expanding global launches + growing prescriber base
Market share value
– 2021: Epidiolex 96.9% revenue share of cannabis pharmaceuticals market
– 2023: Epidiolex 48.6% revenue share of global cannabis pharmaceuticals market
– 2025: Epidiolex 65.2% market share
It’s a billion a year drug currently, grown in Sunny Norfolk, besides a Sugar Beet plant. Two addictive substances for price of one. The heat from sugar production grows the Cannabis plants in adjacent greenhouses.
1,000 tonnes estimate – facts only
1. Math check: 320 tonnes pre-2021 × 3.28x revenue growth 2019→2024 = ∼1,050 tonnes. So 1,000 tonnes is the back-of-envelope figure if yield mg API/tonne and price/patient stayed constant.
2. Public data gap: JAZZ does not publish current Wissington biomass tonnage. Last public figure is ∼320 tonnes from 2017-2019. No post-2021 tonnage in SEC filings.
3. Variables that break the calc:
– Yield: Extraction efficiency mg CBD/tonne may have improved since 2019
– Price: Net price per patient could be up/down vs 2019
– Indications: Epidiolex added TSC + tuberous sclerosis approvals, changing mg/patient
– API mix: Wissington also supplies Sativex API, not just Epidiolex
Conclusion: 1,000 tonnes is a reasonable pro rata estimate if nothing else changed. But JAZZ hasn’t confirmed it. Without disclosed tonnage or API mg produced, it remains an estimate, not a reported fact.
