Seven deputies and three hospital workers now face charges of second-degree murder for their role in his death.

Dinwiddie County, VA — In a disturbing display of callousness and inhumanity, a video played in a Virginia court on March 21, 2023, revealed the harrowing final moments of Irvo Otieno, a Kenyan man who met his untimely end at the hands of a group of employees from a mental hospital and several sheriff’s deputies. As the state’s jackbooted agents of “care” and “protection” cruelly pinned Otieno to the ground, they demonstrated a brutal disregard for human life that no one should ever have to endure.

On Wednesday, a second video was released by ABC News that captures Otieno being yanked from his Henrico County jail cell and shoved into the back of a police SUV, en route to Virginia’s Central State Hospital – the very place where his life would be snuffed out by those who swore to protect him.

The chilling video features a scene in the hallway outside Otieno’s cell, where seven deputies can be seen congregating, ready to pounce. As the cell door swings open, the predatory deputies swarm in, one brandishing a pair of pants over his shoulder – the only article of clothing Otieno would be wearing during his final moments.

A second camera angle displays the deputies grappling with Otieno inside the cell. One of them appears to make vicious downward striking motions towards Otieno, though the view is partially obstructed, leaving the full extent of their brutality to the imagination.

About 14 minutes after the initial confrontation, the footage reveals Otieno being dragged from his cell by deputies, his pants slipping off as they pull him through the hallway towards the police van that would transport him to his ultimate demise. The deputies make a feeble attempt to cover Otieno’s nearly naked body with a blanket before finally yanking his pants back up.

Later that day, the rest of the horrifying ordeal unfolded as a group of individuals struggled for nearly 20 minutes to handcuff Otieno once they arrived at the hospital. Throughout the struggle, a shifting group of people, which at one point seemed to include up to 10 individuals, pressed down on various parts of Otieno’s body while he lay helpless on the floor. In a tragic twist, the very place where Otieno was supposed to find help, Central State Hospital, became the site of his last breath.

The ghastly incident has resulted in serious consequences for the perpetrators. Seven deputies and three hospital workers now face charges of second-degree murder for their brutal treatment of Otieno. The defense attorneys for several of the accused have already announced their intention to contest the charges. However, the horrific evidence may prove too compelling to ignore.

According to the attorney handling the case, the video clearly shows Otieno being “smothered to death” as he succumbed to asphyxia caused by suffocation. The 12-minute-long footage paints a grim picture of “deliberate and cruel treatment” that has sent shockwaves through the community and beyond.

Last week, Otieno’s family members were shown the damning video from the hospital by Dinwiddie Commonwealth’s Attorney Ann Cabell Baskervill, who planned to release it to the public on Tuesday. The seven officers facing charges are Randy Joseph Boyer, 57, Dwayne Alan Bramble, 37, Jermaine Lavar Branch, 45, Bradley Thomas Disse, 43, Tabitha Renee Levere, 50, Brandon Edwards Rodgers, 48, and Kaiyell Dajour Sanders, 30.

The Henrico police officers involved in the incident have attempted to justify their brutal actions by claiming that Otieno was violent during his arrest and required restraint. After the horrifying ordeal, Otieno’s lifeless body was transferred to the Office of the Chief Medical Examiner for an autopsy. The tragic and chilling tale of Irvo Otieno serves as a harrowing reminder of the dire consequences that can arise when those entrusted with our safety and well-being betray that trust in the most heinous way imaginable.

As Otieno’s story continues to unfold, one can only hope that justice will be served for this senseless act of brutality. However, as history has shown us, the thin blue line often shields those who commit such atrocious acts from facing the consequences of their actions. The videos below serve as a stark reminder of the horrors that can unfold when those entrusted with the responsibility of ensuring our safety and well-being choose instead to wield their power as a weapon of cruelty and destruction.
