Due to the fact that Nikki Haley is responsible for transgressing constitutional law, she apparently does not understand what what defines a criminal (1 John 3:4).
When a person comes into America illegally, being allured by criminal governors and mayors throughout the country, they have broken the law and so have those who have allured them into the country. (Article III, Section 3 US Constitution).
