In his short time with the Minneapolis Police, Mohamed Noor has had three complaints filed against him – two that are still open. The other was closed and Noor wasn’t disciplined.
The officers are heard communicating with their dispatcher over the police radio, including calling for backup and their attempts to perform CPR on Sydney-raised Damond.
“Shots fired … we have one down,” one of the officers says.

In direct violation of police regulation, Noor did not turn his body cam on either before, during or after the shooting. Neither did his partner.
Jessica Damond called police to report a possible crime occurring near her house. Officers arrived, and Noor, at some point, and for an as yet unknown reason, allegedly fired his gun, striking Damond in the abdomen and ultimately killing her.
When she was shot, Damond was standing, in her pajamas, talking to an officer on the driver’s side of the squad car. Noor, in the passenger’s seat, allegedly fired, shooting Damond through the driver’s side door, three sources with knowledge of the incident told The Star Tribune. (more here)
